William "Bill" Jefferson Chappell, Jr., age 69 of Carrollton, passed away peacefully at home, in his sleep, early in the morning of Saturday, October 1, 2016. He was born November 17, 1946 in Moultrie, Georgia, son of the late William Jefferson Chappell, Sr. and Esthera Hudson Chappell. "Billy," as he was known as a child, was raised in Moultrie, GA, but his love for Carroll County began when he spent childhood summers at his grandmother's farm here, where several generations of Chappells have resided. He later attended the Georgia Institute of Technology and was a proud "Ramblin' Wreck." He earned a Bachelor of Science degree in Industrial Engineering and later a Master of Business Administration from Georgia State University. Using his engineering background, Bill was successful in multiple careers and business ventures throughout his life, including real estate development, owning a children's summer camp (Camp McIntosh), newspaper publishing (Co-founder of the popular Carroll Star News) and most recently as the Chairman of the Carroll County Board of Commissioners (a position his grandfather, Hamp, had held decades prior). He loved serving the people of Carroll. Among his accomplishments during his tenure as chair were the construction of the new courthouse, the new waste convenience centers (among many other projects), and conversion of a multimillion dollar county debt into a multimillion dollar budget surplus without raising property taxes. Those who knew him best knew him to be a strong, funny, creative, extremely intelligent and stubborn person (as a child was called "Maude" after the family mule) with the most generous and kind heart a man can have. He was a most beloved brother, husband, father, and grandfather and will be missed dearly.
In addition to his parents, he is preceded in death by two brothers, Charles Hudson Chappell and Wade Hampton Chappell. Survivors include his loving wife/partner/business partner of twenty-three years, Sue Horn Chappell of Carrollton; his children, Dr. Laura Chappell Cazier (Dr. Jeffrey) of Huntsville, AL, Wade "Alex" Alexander Chappell (Flynn Hyatt) of Sandy Springs, GA, and Hannah Mae Kahler (Jacob) of Carrollton; sister, Carol Chappell Dalton of Gaffney, SC; and eight grandchildren, Alexandra, William, Noah, and Clayton Cazier, Hampton, Lottie, and Sarah Hyatt Chappell, and Zachariah Horn Kahler, as well as special family members Katheryn Grace and Myles Cameron Reynolds. Funeral service will be conducted Saturday, October 08, 2016 at 5:00 PM at the Church of Jesus Christ of Latter-day Saints. Bill will lie in state at the church from 4:30 PM until the hour of service. Interment will follow in Lowell Cemetery. Pallbearers will be Wade Alexander Chappell, Wade Hampton Chappell, Dr. Jeffrey Blake Cazier, William Emerson Cazier, Luis Martinez, Brian Patrick Crotty, Jacob Jason Baker, John Monroe Wilson and Jacob Scott Kahler. Honorary pallbearers will be James Knox Ewart III, Charles Randolph Snow, Marsden Gent Kelly, Travis Wallace Pittman, Michael Judson McLean, T. Pat Cavanaugh, and Richard Edwin Millsaps. The family will receive friends at Martin & Hightower Heritage Chapel in Carrollton on Friday, October 07, 2016 from 5:00 PM until 8:00 PM. Messages of condolence may be sent to the family at www.martin-hightower.com.
